In todays fast paced, and compact business structure, it is no longer feasable to contract out your work to larger studios who just pass on their cost of hiring separate positions for a graphic designer and a web developer. The first and most important thing to consider, is are these freelancers actually developers?
It has become far to easy for individuals to take advantage of web page wizards, or even go out and purchase a copy of Dreamweaver and pass themselves off as a web designer. In fact, the industry is saturated with hobbiests, and amateurs that provide terrible websites. The most important thing you should do, is check out their portfolio.
Don't let yourself be taken advantage of by a fast talking individual who throws in keywords such as Alexa, Search Engine Optimization or other forms of techno-babble only meant to impress. In fact, if the developer is truely a professional, he will make sure to explain what he plans to deliver in clear and precise detail in terms that you...the client...can understand!
Another major misuse of the web designer title, is when a graphic designer decides to make a little extra income by diving into web design...
The reason this is such an issue, is that they have no experience in coding, image optimization for the web, or even have any type of understanding of how to provide a validated website. The end result, is that you may have a aesthetically pleasing website, but it will have extremely large load times, and no possibility of expansion. Not to mention, they have no experience in advanced languages such as PHP, XML or Database Development, and you the client is the one that suffers the consequences..
